Heavy rain forecast – some flooding possible and travel disruption likely

A Met Office yellow weather warning for rain across Somerset comes into effect from midnight tonight through to noon tomorrow (Thursday).

There are already flood alerts in place across Somerset and we are expecting some flood warnings to be stood up shortly. This comes on the back of significant rainfall in recent days, which means river levels have not had a chance to recede. Areas of particular concern are Shepton Mallet, Croscombe, Frome and Midsomer Norton in Mendip, West Somerset and South Somerset around Donyatt/Ilminster.

Situation overview 

  • Around 20-25mm rain expected on Mendips, 12mm on the wider Somerset area.
  • Likely to be up to 10 flood alerts in place by the morning plus at least three warnings as water moves through the system.
  • The Environment Agency has warned of the potential for some flooding to premises as well as travel disruption. Shepton Mallet, Croscombe and Frome in particular are a concern, as well as Donyatt, and the West Somerset area.
  • Our Civil Contingencies Unit (CCU) is liaising with the flood warden in Croscombe and is monitoring the situation closely with regard to standing up volunteers if necessary.
  • It is anticipated the A358 could close near Donyatt.
  • New Road, Cutts Road and the Langport to Muchelney road are already closed.
  • Our CCU team is continuing to liaise with the EA and the situation will be monitored throughout the night.
  • There is the potential for warnings and alerts to remain in place across the weekend due to continued wet weather.
  • The EA has suggested the Levels and Moors are not a major concern at this point, but some road closures are likely around Langport.
  • Across Somerset we are anticipating some road closures tomorrow morning.
  • Communications have shared across social media channels warning and informing posts throughout this afternoon.
  • Flooding and travel updates will be shared from early Wednesday 21 February to help inform the public.

Unfortunately, the wet weather is set to continue – slightly less prolonged but fairly intense rain on Thursday, followed by more showers across Friday and the weekend. The Met Office reports that we are not likely to see a stretch of dry weather until later next week.

Flooding and roads – key information

Heavy rain and flooding present a clear and present danger to drivers – road users are urged NOT to attempt to drive across flooded roads as it is not possible to estimate the depth of the water reliably.

It’s vital to prepare for wet conditions if you have to travel and to proceed with extreme caution if you get caught in flood conditions – you can find information and advice here: Adverse weather conditions (somersetroadsafety.org)

There is information to help you on what to do during a flood on the Somerset Prepared website.  The key point is to always stay safe, in an immediate flood emergency or where there is a risk to life, follow the advice of the emergency services.

Hello,

 I am conducting a review of all current signs in conjunction with the Somerset Sign De-Cluttering policy.

 Please could you let me know if you believe if there are any redundant signs in your Parishes. Signs that are no longer required, tourist signs where the place has closed down, duplicate signs etc..

 If there are fewer unneeded assets, then less money will be spent on refurbishing and maintaining them, clearing hedges around them etc.

 It would also be helpful if you could let me know if there are any signs that need replacing or are damaged and if deemed required, I will get things ready for when I can submit orders again in the next financial year.

 As I am sure you are aware, it is currently a very difficult time and means some very difficult decisions have to be made to ensure our resources are directed where there is clear evidence of significant problems or incidents. Essentially, beyond statutory safety provisions we have no means of either processing or delivering request for discretionary works, and therefore currently we can only queue such requests to be considered for delivery only when we have budget.

 I will continue doing what I can to improve my Area, but I please ask you to be patient and continue to give your Parishes realistic expectations of what can be achieved at the moment.

Dear Sammie,

Thank you for your email and for raising your concerns, I am the local area building control surveyor and have been inspecting the building during its construction.

I understand that the planning condition requires permeable paving, but building control only regulates the rainwater discharge from buildings and not landscaping works. The soakaways for the house and the garage have been designed and I have inspected the front soakaway which appears to be as per the approved plans, I am still waiting for photos of the rear soakaway to be provided by the contractor.

Any issues with the soil compaction would be outside the scope of building regulations, this may however be a Highways or a planning issue.

The foul drainage system runs to a cesspool as there was no mains drainage and insufficient space for a soakaway from a treatment plant, this has been inspected and is in accordance with requirements of Approved Document H. The tanks are located far enough away from the neighbouring properties so as not to cause an issue with any foundations.

In terms of the stone French drain that the contractors have formed at the end of the drive, this would not be a building control issue, but that this has been reported to the Highways department and we are awaiting a response. The contractor has been requested to provide evidence from the Highways department that that they have approved the works carried out close to the road or remedial works are to be carried out. I am unaware of any issues with the drains, but this issue would be the responsibility of the Wessex Water as they would be their assets and any concerns should be reported to them.

Any changes to the original design would need to be checked with the planning team as this would be an issue for them.

I will continue to monitor the works and am awaiting a response from the Highways team, if you have any other concerns, please contact me to discuss them.

I’m pleased to introduce our eighth annual report since Somerset Rivers Authority’s launch in January 2015. Our main purpose is to give Somerset an extra level of flood protection and resilience. So far, we have enabled more than 250 projects to go ahead. These have reduced flood risks, improved natural and built environments across Somerset, and helped people get on with their lives more easily and safely.

This new report [] provides details of dozens of Somerset Rivers Authority (SRA) activities county-wide in 2022-23, reflecting the content of Somerset’s 20 Year Flood Action Plan.

We at the SRA give more detail about what we do with our funding than do many public sector organisations. Dear Garden Waste Subscriber

Important: Industrial action affecting waste collections in Somerset

Annual pay negotiations between Suez UK (Somerset Council’s collections contractor) and the Unite union are ongoing and following a ballot, union members plan to take industrial action.

They intend to strike Wednesday to Friday, for four weeks from Wednesday 12 July to Friday 4 August.

Industrial action could be called off as late as Tuesday 11 July 2023. If that happens collections would operate as normal.

If the strike goes ahead, we will see significant disruption to all collections. We apologise for this and ask for your patience.

Collections of clinical waste, refuse, waste from communal properties and schools will be prioritised, but this is no guarantee they will be collected as scheduled.

We do not plan to suspend garden waste collections but expect significant delays. We will make a decision about existing subscriptions when we know the full impact of strike action.

Please note: all 16 of Somerset’s recycling sites will be open as usual and can take almost all the materials collected at the kerbside, as well as refuse as a last resort.

What to do with garden waste

We realise that this may not be convenient for all customers but where possible please consider the following:

Reduce: Mow and prune less this summer.

Mulch: Use grass cuttings as a layer over soil to retain moisture and reduce weeds.

Compost: More on home composting, including a subsidised bin offer, here:

Recycle sites: All 16 Somerset recycle sites accept garden waste.

Please do not put garden waste into your refuse bin.

Advice and guidance

Continue to put your recycling and refuse out on your usual collection days throughout the strike period – but expect many missed collections.

If your collection of recycling or garden waste is missed, bring your boxes, bags and bin back inside and put out again on your next scheduled collection day.

If your refuse collection is missed, leave it out and report a missed collection.

Put your waste out before 7am or the night before, even if your collection usually takes place later in the day because crews may be working routes differently.

There are three extra possible collection days for residents scheduled to get recycling collections:

If missed on Wednesday 12 July, put it out again on Monday 17 July.

If missed on Thursday 13 July, put it out again on Tuesday 18 July.

If missed on Friday 14 July and Friday 21 July, put it out again on Monday 24 July.

From 17 July onwards crews will accept one additional black sack of refuse at the side of the bin.

Extra recycling will also be accepted, if presented appropriately:

Plastics and cans in an open bag, like a bag for life, or a carboard box.

Glass needs to stay in your recycling box.

Cardboard folded and placed next to your recycling box, please keep to a minimum.

Bulky collections and container deliveries:

Both services will be suspended for the strike period.

Existing bulky collection bookings will be rescheduled.

We will do our best to honour existing orders of containers, but they are likely to be delayed.

Managing waste when collections are missed

Information is available on the (https://www.somerset.gov.uk/bins-recycling-and-waste/waste-industrial-action/) webpage. Advice focusses on recycling – how to make the most of space in recycling boxes and bags, and options for food waste if it is not collected for a prolonged period.

We know these are not ideal solutions, but they could help some residents cope during what will be a very difficult time.

Subject: ICB Board to consider next steps in enhancing urgent care at Weston General Hospital

 

Dear colleague,

The next step in a series of exciting plans, designed to improve urgent care services at Weston General Hospital, will be considered at Bristol, North Somerset and South Gloucestershire’s ICB Board meeting next week (2 March).

Complementing the routine, ongoing service developments, the plans focus on the further enhancing delivery of safe, high-quality and sustainable urgent care services at Weston General Hospital. The planned changes would mean more people are able to receive high-quality treatment and care faster, with shorter stays in hospital supported by increasingly integrated working across hospital and community-based health and social care teams.

The plans include:

  • A same day emergency care (SDEC) service, which would allow people to be rapidly assessed, diagnosed, and treated, without being admitted to a ward or trolleyed area, seven days a week, 8am – 10pm, supported with increased access to rapid diagnostic radiology tests.
  • Enhancements to the Acute Monitoring Unit (AMU) and Emergency Department Observation Unit for adults, providing faster assessment, treatment and discharge.
  • Enhancements to the existing Geriatric Emergency Medicine (GEMS) service, which is already an award-winning clinical speciality at Weston General Hospital that provides emergency treatment for people who live with frailty.
  • Implementing an Older People’s Assessment Unit (OPAU) – a short stay ward for older people with 14 beds for stays of up to 72 hours, with experts in care of older people providing rapid assessment, diagnosis, and treatment.
  • Improving and increasing surgical efficiencies in existing Weston General Hospital theatres that begin to improve access to some surgeries for local people.

The hospital will continue to provide A&E services from 8am to 10pm, exactly the same as for the last six years.

If approved, the new services would begin to be put in place from 1 April 2023.

The plans have been designed by local clinicians and informed by engagement with more than 5,000 local people, with the most recent period of public engagement taking place between June and August 2022, providing feedback from 890 people.

This engagement aimed to gather the views of local people and organisations to help refine our implementation plans and inform how we let people know about the changes.

During this public engagement period, 73% of respondents indicated that they thought the plans would improve the hospital, with respondents also supporting the aim to help more people go home quickly after going to hospital in an emergency.

 Somerset flooding threat is no longer a major incident 

The Environment Agency and the local authorities in Somerset have removed the major incident status declared last week as flood risk in the county has reduced. 

A major incident was declared on 17 January as a precautionary move to coordinate partners as the threat of flood increased. With enhanced pumping and recent dry weather, water levels have reduced on the Somerset Levels and Moors and it has been decided by Avon and Somerset Local Resilience Forum that the precaution is no longer needed. 

Jim Flory of the Environment Agency said: “We have been seeing an improving picture in Somerset over the last few days, with enough water to fill more than 23 million bathtubs a day being pumped back into rivers.

“Staff continue to work day and night to monitor and stage this major pumping operation as there is still lots of work to do and water to remove. We are grateful to all involved, including our partners, for their help and support.” 

Cllr Bill Revans, Leader of Somerset County Council, said: “The decision to stand up a major incident was not taken lightly, but it was the right move at that time to ensure everyone was ready to take further actions to support our communities if needed. 

“Thankfully, conditions have improved, and I am grateful to colleagues in the Environment Agency for their efforts to bring in additional pumps. 

“We will continue to work closely with both partners and local people to monitor the situation and are well placed to react swiftly should the need arise.” 

The A361 between East Lyng and Burrowbridge is now mostly clear of flooding but remains closed this morning while sweeping and additional salting takes place. Environment Agency operations will continue in Somerset with Currymoor approximately 80% full. Pumping activity is underway at Currymoor, Saltmoor, Northmoor, West Sedgemoor, Long Load, Westover, Huish Episcopi, and Midelney. In addition there are temporary pumps running at Elson’s Clyce, Haymoor, Fordgate, Kitch Drove and Bridgwater docks. At Dunball, the pumps are operational and running on high tides. 

 While there is still a lot of water still on the Somerset Levels and Moors, and residents are reminded to: 

·        Monitor their flood risk and sign up for flood warnings and create a flood plan so they know what action to take and are prepared to act. You can find links at https://check-for-flooding.service.gov.uk 

·        Do not drive through floodwater. It is the number one cause of death during flooding and puts yourself and rescue agencies in jeopardy. Floodwater can contain hidden dangers such as uncovered manholes, obstacles or sewage – so never enter floodwater and be careful around riverbanks and spillways. During this cold snap there is also the risk that floodwater could freeze, so we also remind people to never walk or play on or near ice. 

·        Call Mindline – Somerset’s emotional support and mental health helpline which is open 24/7 on 01823 276892 (local) and 0800 138 1692 (freephone) if they are feeling anxiety, fear or worry about the situation, particularly for those who have been previously affected by flooding.

Major incident declared over flood risk in Somerset

The Environment Agency and the local authorities in Somerset have declared a major incident because of flood risk in the county.

Enhanced pumping began on Tuesday evening (17 January) at Northmoor to reduce the amount of water being stored until river levels allow pumping to resume at Currymoor, which remains full. But the decision to declare a major incident at this time is a precautionary move and will mean partners become more coordinated and ready to support and take action should the situation worsen.

The agency is currently responding to flooding incidents in Somerset, flood risk in the Bristol Avon area and monitoring rising groundwater levels in Dorset.

Ian Withers of the Environment Agency said: “The sight of water on the Somerset Levels and Moors is obviously a concern to those who have suffered from flooding before. Our staff continue to work to the best of their abilities to protect people and properties, install pumps and engage with communities.

“The situation is expected to improve when enhanced pumping begins and we continue to run the Sowy flood relief channel, it is prudent to plan for the worst and going into major incident mode is appropriate, so we coordinate with partners and everyone is ready to respond if needed.”

Cllr Bill Revans, Leader of Somerset County Council, said: “The decision to declare a major incident at this stage means we are well placed to respond. We will be supporting Environment Agency colleagues on the ground and taking every step to ensure our communities receive the help they need.”

Additional pumps are pumping at Saltmoor and Northmoor, to help reduce levels as much as possible when the River Parrett has capacity. Extra pumps are also ready to use at Currymoor once conditions allow Once the water level at Currymoor has reduced, Athelney spillway will stop flowing into Northmoor as well as the A361 between East Lyng and Burrowbridge. A flood warning for that area remains in place and the road is closed.

A flood warning has been issued for Saltmoor and Northmoor and agency officers were in the village of Moorland yesterday to meet with residents and offer advice and support.

To allow pumping to continue more frequently and for longer at impacted pump stations, water is being diverted to the Sowy flood relief channel and King’s Sedgemoor Drain to Dunball, where pumps are being installed to allow pumping to continue in the event of high tide.

The Environment Agency urges residents to check their flood risk by signing up for flood warnings and create a flood plan so they know what action to take and are prepared to act. You can find links at https://check-for-flooding.service.gov.uk.

EDITORS NOTES

The Somerset Levels & Moors are designed to store flood water when the rivers flowing through them over top. The recent heavy rain has caused spillways (specifically designed low points in the riverbanks) on the Rivers Tone and Parrett to flow and water is stored on the moors.

 

Northmoor Pumping Station
Three additional pumps become operational yesterday, and the remaining seven pumps operational over the next 24-48hrs. At Park Brook, Elson’s Clyce we installed two pumps yesterday evening. This will further help remove water from Northmoor.

 

Saltmoor Pumping Station

Five temporary pumps have been operational at Saltmoor since Sunday. After an emergency road closure, facilitated by Somerset County Council we are adding a further five temporary pumps today.

 

Dunball 

The installation of pumps at Dunball continues. These will be switched on as soon as each one comes online. This will allow us to direct even more water down the River Sowy and into King’s Sedgemoor Drain. This will help to reduce levels in the River Parrett and Tone.  Minimising levels in the Tone is important because it reduces the amount of floodwater that enters Currymoor, Saltmoor and Northmoor.

 

Currymoor Pumping Station

Additional pumps were installed at Currymoor last weekend. We are ready to run these pumps as soon as levels in the Tone recede. Currymoor remains full.

 

Langport

Upstream of Langport, there is water stored on the moors and storage volumes remain high. All pumping stations are off. When river levels reduce enough, we will balance which pumping stations we operate to minimise risk to people or property.

The 2023 Boundary Review – Revised Proposals for new Parliamentary constituency boundaries

The Boundary Commission for England has today published its revised proposals for new constituency boundaries. The four-week public consultation period has commenced. This will be the final chance for the public to give the Commission their views on the proposals.

Advance notice of IT disruption at Sedgemoor District Council

We need to carry out major changes to our Information Technology systems in preparation for our transition into the new Somerset Council in April 2023.   This will essentially mean that we will be off-line from 1700 hrs on Thursday, 1st December until 0900 hrs on Monday, 5th December.  Our reception in Bridgwater House will remain open and staff will continue working out in the district.  However, it does mean that we will not have any access to emails or our computer systems.

If you contact us by email on Friday, 2nd December, we will not be able to get back to you until week commencing 5th December.   We are advised that some disruption which may continue into that week.  

Our telephone lines will be open, however this will only be for emergencies such as homelessness and housing repairs, as we will not be able to provide our normal range of services.

Our website will be working, but we may not be able to process any transactions such pay council tax payments etc. 

Our normal emergency and out of hours arrangements will be in place.

We apologise in advance for this unavoidable disruption.

Help is at hand for small and micro-businesses across Sedgemoor and Somerset West and Taunton.  The councils have joined up to help support small and micro businesses save on energy with a specialised grant scheme, worth up to £2,500 for projects that help reduce energy consumption and help towards achieving carbon net zero.

There are many ways in which businesses can reduce their carbon footprint, from reducing waste by re-using and recycling to limiting energy use at night and replacing fuel-powered vehicles with electric cars and bikes.  Businesses will need to do projects and then claim back what they have spent, capped at £2,500.

Examples of projects that could be funded through the grant scheme are:

  • Heating or lighting controls installation
  • Replacement of equipment to more energy efficient equipment
  • Replacing traditional lightbulbs with LED lighting
  • Waste segregation solutions
  • Electric transport solutions
  • Efficient glazing
  • Reuse and recycle projects
  • Repairs cafes
  • Staff training
  • Carbon offsetting

Applications open on Wednesday, 16th November and closes on December 8th.

Learn a language for free with Somerset Libraries

 Somerset Libraries have launched a new Translation Service, giving free access to an online language learning service.

The service, which is available to all library members, will work in a similar way to other online resources, giving Somerset library members (including those with full or digital memberships) access to the free service. which can be found at:

Councillor Federica Smith-Roberts, Somerset County Council’s Lead Member with responsibilities for libraries said: “Language can be a real barrier for people across Somerset who do not have English as their first language.

“This new initiative is offering a free and easy to access solution for anyone who wants to strengthen their language skills.”

The service is delivered by Transparent language Online. Library staff have had access to training materials to help them understand what it offers so they can be on hand help members of the public sign up for membership and then access the service.

The service includes 120 languages so guests from many other countries will also have free access, simply by having a Somerset Libraries membership. It also enables anyone in Somerset to learn languages such as Ukrainian and Russian which could be especially useful for sponsors and people supporting displaced people in the county.

The Library Service is working with colleagues in the Resettlement Team, so that the training regarding this service will also include information about the various Welcome Hubs and other support services aimed at guests from other countries.

Food vouchers return for Summer Holidays

Schools will once again provide food vouchers to families eligible for Free School Meals to combat holiday hunger over the summer holidays.

 Somerset County Council is distributing approximately £1.2m from the Government’s Household Support Fund directly to schools to help fund food vouchers for children eligible for Free School Meals over the summer holidays.

The allocation for this summer provides vouchers worth £10 per pupil each week of the holidays.  Schools will automatically provide food vouchers to eligible students.

 Eligible families who are in urgent need can also apply for extra short term financial help by searching Somerset Household Support Fund online. The quickest way to get help is online, but if access to the internet is difficult or support is needed to apply, families can call 0300 123 2224 and Somerset County Council will help find an organisation who will support families to make an application.

 Applicants must live in Somerset, be over 16, living independently of parents and carers, have proof of identity and be able to prove their income is not enough to cover essentials.

 Household Support Fund payments can be used to buy food, credit for pre-payment meters for electricity, gas and water, and other essential household items such as beds and white goods.

 Cllr Tessa Munt, Somerset County Council Lead Executive Member for Children and Families, said: “These are challenging times and Somerset County Council is pleased to be able to provide this support to families over the summer holiday break. Being able to eat well means children will return to school healthy, ready to learn and succeed. In addition, the Household Support fund helps not only with food but other essential items, bills and even important family furniture such as beds and a fridge, freezer or cooker. Please don’t hesitate to get in touch if you need extra support.”

Hello, my name is John Augustus and I am your new Parish Clerk. Caroline has decided to move on to new pastures and we wish her all the very best and thank her for her professionalism in her role as Parish Clerk.

I live in Brean, near Burnham-on-Sea and although this is a fair distance away from Chapel Allerton you will see me walking about from time to time making sure that all is ok around the village. I am also Parish Clerk for Weare, so know the area fairly well.

I have been a Clerk since 2016 and was a Senior Finance Officer for North Somerset Council before that, so I have a broad knowledge of council matters. I hope that I will be able to serve the Parish Council and its parishioners to the best of my knowledge.
